What’s Changed Since January 2026?
We published the original 2026 breakdown in January, right after all three carriers locked in their annual increases. Seven months later the picture looks different, and the annual general rate increase turned out to be the smallest part of what shippers ended up paying. 5 things shifted between January and August, and none of them were the headline rate changes.| What changed | Date | Who feels it |
|---|---|---|
| USPS eliminated ounce-based pricing for Commercial Ground Advantage under 1 lb, and cut its dimensional divisor from 166 to 139 | July 12, 2026 | Light-parcel shippers, rural and non-contiguous destinations, bulky low-density boxes |
| UPS raised Extended Area, Pickup Area, Remote Area and Residential surcharges again | July 6, 2026 | Residential and rural delivery volume |
| FedEx published its 2026 peak season surcharge schedule, up across the board versus 2025 | July 22, 2026 | Every Q4 shipper |
| USPS introduced an 8% fuel surcharge, the first in its history, on Priority Mail Express, Priority Mail, Ground Advantage and Parcel Select | April 26, 2026 | Every USPS shipper, running through January 17, 2027 |
| Fuel surcharges climbed roughly 40% year over year | Q2 2026 | Everyone, on every service |
The Big 3: Overview of UPS, USPS, and FedEx
Each of these carriers have carved out a distinct niche in the fulfillment market, offering unique services, pricing structures, and operational strengths. Here’s a closer look at what each of these shipping giants brings to the table in 2026.UPS (United Parcel Service)
- Scope: A global logistics leader renowned for its efficient ground and express delivery services, particularly for large and heavy packages.
- 2026 Updates: UPS announced an average 5.9% increase for U.S. Ground, Air, and International services, effective December 22, 2025. UPS also updates accessorial charges (fuel, residential-related fees, Delivery Area Surcharges and related ZIP lists) as part of its annual rate and fee refresh, which is where a lot of the “surprise” cost creep comes from. UPS kept moving through the year: it raised Extended Area, Pickup Area, Remote Area and Residential surcharges again on July 6, 2026, and added a $5.00 non-compliant label fee on Ground Saver from August 2, 2026.
- Ideal For: Businesses requiring reliable logistics for large or heavy shipments.
USPS (United States Postal Service)
- Scope: An independent federal agency offering affordable shipping options with an extensive domestic network.
- 2026 Updates: USPS announced a Shipping Services price change that takes effect January 18, 2026. USPS’s published averages for that change are: Priority Mail +6.6%, Priority Mail Express +5.1%, USPS Ground Advantage +7.8%, and Parcel Select +6.0% (average). USPS also noted it is ending the temporary holiday pricing that ran from early October 2025 through mid-January 2026. A second and larger change landed on July 12, 2026, reshaping how light and bulky parcels get priced. We break that one down below.
- Ideal For: Small businesses and individuals shipping lightweight packages cost-effectively.
FedEx (Federal Express)
- Scope: Known for speed and reliability, FedEx specializes in express and international shipping services.
- 2026 Updates: FedEx published a general list-rate increase averaging 5.9% for U.S. package, freight, and other services, effective January 5, 2026. FedEx also publishes a separate schedule of updated surcharges and fees that can change what you pay just as much as the base transportation rate. FedEx published its 2026 peak season schedule on July 22, 2026, with every surcharge active by October 26.
- Ideal For: Businesses needing expedited, specialized shipping solutions.
Three-Way Comparison of 2026 Shipping Rates
Let’s compare baseline shipping rates for domestic services across UPS, USPS, and FedEx. Below we break down Ground, 2-Day (express), and Overnight rates for common package weights. Every figure here is a published Zone 2 list rate, and that choice is deliberate. Zone 2 is the first zone all three carriers publish, so it’s the only level playing field available. USPS publishes a Zone 1; UPS and FedEx ground parcel don’t. Any comparison that quotes each carrier at “its cheapest zone” hands USPS a head start it didn’t earn. These rates exclude fuel and accessorials, and they climb with distance, package size, and whatever fees your shipment triggers.Ground Shipping Rates Comparison
| Weight | UPS Ground | USPS Ground Advantage® | FedEx Ground® |
| 1 lb | $11.99 | $7.68 | $11.99 |
| 5 lbs | $14.19 | $9.76 | $14.06 |
| 10 lbs | $15.91 | $12.26 | $15.85 |
| 20 lbs | $19.20 | $17.06 | $19.36 |
| 30 lbs | $23.20 | $32.38 | $23.02 |
Express Shipping Rates Comparison
| Weight | UPS 2nd Day Air | USPS Priority Mail* | FedEx 2Day |
| 1 lb | $27.13 | $9.32 | $26.46 |
| 5 lbs | $30.16 | $11.56 | $29.71 |
| 10 lbs | $35.54 | $14.63 | $35.62 |
| 20 lbs | $56.20 | $20.69 | $55.79 |
| 30 lbs | $74.12 | $37.45 | $72.98 |
Overnight Shipping Rates Comparison
| Weight | UPS Next Day Air | USPS Priority Mail Express | FedEx Standard Overnight |
| 1 lb | $45.06 | $32.13 | $40.82 |
| 5 lbs | $54.75 | $36.40 | $51.95 |
| 10 lbs | $64.12 | $53.68 | $61.93 |
| 20 lbs | $91.20 | $86.40 | $85.36 |
| 30 lbs | $113.43 | $123.39 | $107.58 |
What a Zone Does to Your Shipping Bill
A single “starting rate” per carrier can’t represent that carrier, because the same box prices very differently depending on how far it travels. Here’s one 10 lb parcel at three zones.| Zone | UPS Ground | USPS Ground Advantage® | FedEx Ground® |
| Zone 2 | $15.91 | $12.26 | $15.85 |
| Zone 5 | $20.46 | $16.76 | $20.46 |
| Zone 8 | $26.29 | $25.34 | $26.38 |

What Changed for USPS Shippers on July 12?
USPS filed its competitive price change with the Postal Regulatory Commission in May, and the new rules went live July 12. This was the biggest structural shift of 2026 for anyone shipping small, light parcels, and it landed on pricing rules rather than headline prices.| What changed | Before | After July 12, 2026 |
|---|---|---|
| Ounce pricing, Commercial Ground Advantage under 1 lb | Separate 4 oz, 8 oz and 12–15.999 oz tiers | One flat under-1-lb price per zone |
| Dimensional weight divisor | 166 | 139 |
| Package dimension rounding | Fractional inches accepted | Rounded up to the next whole inch |
| Max length for cubic pricing | 18 inches | 22 inches |
| Ground Advantage Cubic softpack tiers | 10 tiers | 5 tiers |
| Signature Confirmation | $3.95 | $4.15 |
| Overweight or oversize penalty | Waived if caught at point of entry | $200 anywhere in the network, plus a rerate to 70 lb |
| Undeclared hazardous materials | No standing fee | $50, non-disputable and non-refundable |
| PO Box pricing | n/a | Up 3% |
| Media Mail | n/a | Down about 1.76% on average |
If you sell lightweight products and a meaningful chunk of your volume goes to rural or non-contiguous addresses, re-rate your top 20 SKUs before peak. The USPS advantage that held in January may have evaporated in July.
One nuance to flag. The ounce-tier change applies to published Commercial pricing, so negotiated commercial rates and most contiguous-US shipments bought through discount platforms still price by the ounce. Your real exposure depends on where your customers live and how you buy postage. The dimensional divisor change is the quieter one, and for some catalogs it’s the more expensive of the two. Dropping from 166 to 139 means more boxes over one cubic foot get billed on dimensions instead of actual weight. Pair that with rounding every fractional inch up, and a box that squeaked under the threshold in June may not in September. Why Is Your Real Cost Per Package Up More Than 5.9%?
A published general rate increase describes base transportation and nothing else. It says nothing about fuel, residential delivery, dimensional weight, or the accessorials that now make up a growing share of the invoice. Those are the lines doing the damage in 2026. The TD Cowen/AFS Freight Index tracks what shippers really pay per package against a January 2018 baseline. In Q2 2026 the ground parcel rate per package hit a record 42.4% above that baseline, up 6.9% year over year. The index projects a seasonal dip to 38.7% in Q3, which still works out to a 5.2% year-over-year increase and puts 2026 on track to be the most expensive year per package on record.Fuel did most of the damage. The average net fuel surcharge per package rose about 40% year over year in Q2 2026. As of the week of August 10, 2026, UPS Ground sits at 27.00% and FedEx Ground at 26.25%, against roughly 22.5% a year earlier. Both reset weekly, so pull the current table before you model anything.
Express followed the same path. The express parcel rate per package index reached a record 15.5% above baseline in Q2 and is projected to climb to 15.8% in Q3, driven by fuel, higher billed weight, and more premium service selection. Two other forces worked against shippers this year. Both UPS and FedEx tightened discount levels slightly in Q2, and both have adjusted their fuel formulas frequently enough that surcharge revenue holds up even when diesel prices fall. AFS Logistics has noted that carriers are protecting incentives for small and mid-sized customers while pulling back discounts on larger accounts, which flips the old assumption that volume always buys you the better deal. What this means practically: if you budgeted a 5.9% increase in January and haven’t audited your invoices since, you’re probably running over. Pull a month of real invoices, split base transportation from fuel and accessorials, and see which bucket actually grew.Pros and Cons of Each Carrier

Which is Cheaper in 2026: UPS, USPS, or FedEx?
Figuring out the cheapest carrier still comes down to weight, box size, destination zone, and speed. The difference in 2026 is that USPS raised Shipping Services prices more sharply than the headline UPS and FedEx GRIs, so USPS is not an automatic win once you move past small, light parcels.
USPS
Best starting point for small, lightweight shipments and deliveries that need USPS access (like PO Boxes). USPS Ground Advantage rose about 7.8% on average in January, the July 12 overhaul pushed Commercial Ground Advantage up roughly 11.8% on a blended basis and removed ounce-based pricing under a pound, and an 8% fuel surcharge landed on top of all of it in April. Stack those together and USPS ground is running about 16% above where it was a year ago, not the 7.8% the January headline implied. USPS still wins plenty of small-parcel lanes, but it is no longer the automatic answer for light shipments, especially to rural and non-contiguous addresses.
UPS
Tends to compete well as weight climbs, and it can win more “middle weight” ground shipments in 2026 since its headline increase matches FedEx’s and is below USPS Ground Advantage’s average change. UPS also tends to be a strong choice when you care about tight tracking and predictable ground delivery across many zones.
FedEx
A common pick for time-definite shipping tiers (2-day and overnight) and lanes where service performance is the deciding factor, not the lowest published base rate. In 2026, FedEx’s headline rate change is 5.9% on average, plus separate updates to surcharges and fees that can swing the total.
One plain rule that saves people money: before you decide “USPS vs UPS vs FedEx,” rate-shop the exact box size and zone because dimensional rules and surcharges can flip the winner even when the base rates look close.
Cost Comparison Table by Typical Scenarios
| Scenario | Best Carrier | Cost Savings |
| Shipping a 2 lb package domestically | USPS | Lowest rate: $7.99 (Ground Advantage®, Zone 1) |
| Shipping a 15 lb package domestically | UPS | Reliable ground rate: $17.96 (Zone 2) |
| Expedited 2-day delivery for 5 lbs | FedEx | $29.71 (FedEx 2Day, Zone 2) |
| Lightweight international shipments | USPS | Affordable Priority Mail International |
| Heavy international shipments | UPS | Competitive Worldwide Expedited rates |
Cost Comparisons, Other Scenarios – Ground, Express, 5 lbs, 10 lbs etc
Ground Shipping Rates| Weight | UPS Ground | USPS Ground Advantage® | FedEx Ground® |
| 5 lbs | $14.19 | $9.76 | $14.06 |
| 10 lbs | $15.91 | $12.26 | $15.85 |
| 30 lbs | $23.20 | $32.38 | $23.02 |
- Takeaway:
- USPS is the cheapest of the three at 5 lbs and the most expensive at 30 lbs, where UPS and FedEx come in roughly 29% below it.
- UPS and FedEx track each other within a few cents at Zone 2, so neither holds a real edge on published ground rates.
Express Shipping Rates (2-Day Delivery)
| Weight | UPS 2nd Day Air | USPS Priority Mail* | FedEx 2Day® |
| 5 lbs | $30.16 | $11.56 | $29.71 |
| 10 lbs | $35.54 | $14.63 | $35.62 |
| 30 lbs | $74.12 | $37.45 | $72.98 |
- Takeaway:
- FedEx has the lowest true 2-day rate at 5 and 30 lbs, and UPS edges it at 10 lbs. The two are within about 2% of each other at every weight.
- USPS Priority Mail undercuts both by a wide margin, but it’s a 1 to 3 day service with no 2-day guarantee, so it isn’t a like-for-like swap.
UPS vs. FedEx Overnight Shipping Costs: Deep Dive Comparison
When there’s no margin for time, overnight shipping is the best option for businesses and individuals. Both UPS and FedEx dominate this space, offering reliable overnight delivery services. But, determining which carrier is the most cost-effective depends on package weight, destination, and service requirements.
Overview of UPS and FedEx Overnight Services
UPS Next Day Air® Options
- Next Day Air Early®: Guaranteed delivery as early as 8:00 AM to major cities.
- Next Day Air®: Delivery by 10:30 AM to most U.S. business addresses and by noon to residences.
- Next Day Air Saver®: Delivery by the end of the day.
FedEx Overnight® Options
- FedEx First Overnight®: Delivery as early as 8:00 AM to most areas.
- FedEx Priority Overnight®: Delivery by 10:30 AM to most U.S. addresses.
- FedEx Standard Overnight®: Delivery by 4:30 PM to businesses and 8:00 PM to residences.
Comparison of UPS and FedEx Overnight Options by Weight/Size
Lightweight Packages (1 lb)
- UPS Next Day Air®: $45.06
- FedEx Standard Overnight®: $40.82
- Best Option: FedEx, by about $4 a package. This flips the old guidance. At Zone 2 list rates FedEx Standard Overnight now comes in under UPS Next Day Air at 1 lb.
Medium Packages (5 lbs)
- UPS Next Day Air®: $54.75
- FedEx Standard Overnight®: $51.95
- Best Option: FedEx holds a pricing edge of roughly 5% at medium weights.
Heavier Packages (30 lbs)
- UPS Next Day Air®: $113.43
- FedEx Standard Overnight®: $107.58
- Best Option: FedEx, at roughly 5% below UPS.
Time-Sensitive Shipments
- FedEx First Overnight® guarantees delivery by 8:00 AM, which is ideal for businesses requiring early access to shipments.
- UPS Next Day Air Early® matches this service but typically at a higher cost.
Don’t Miss These
Surcharges and Fees
- UPS: Applies residential delivery and fuel surcharges, which can add to the cost.
- FedEx: Similar surcharges but higher for additional handling and delivery area fees.
Discounts
- Both carriers give discounts for high-volume shippers, typically negotiated individually.
Overnight pricing changed hands in 2026. At Zone 2 list rates FedEx Standard Overnight now undercuts UPS Next Day Air at every weight we checked, from 1 lb to 30 lbs, and FedEx keeps its lead on time-sensitive shipments that need early morning delivery or specialized handling. UPS can still win once negotiated discounts and your own surcharge profile enter the picture, so price your actual lanes before you move volume. And if your parcel doesn’t truly need next-day service, USPS Priority Mail Express beats both up to about 10 lbs.
What Do the 2026 Peak Season Surcharges Look Like?
FedEx published its Q4 schedule on July 22, and the fees run higher than 2025 across the board. Everything is active by October 26 and runs through January 17, 2027, with the steepest window falling between November 23 and December 27. UPS had not published its 2026 peak schedule as of early August, though it has historically announced in late August or September and tracked close to FedEx.| Fee | Services affected | Per-package range | Effective dates |
|---|---|---|---|
| Additional Handling Surcharge | U.S. Package Services, FedEx International Ground | $8.80 to $11.85 | Sept 28 – Jan 17, 2027 |
| Oversize Charge | U.S. Package Services, FedEx International Ground | $95.75 to $117.25 | Sept 28 – Jan 17, 2027 |
| Ground Unauthorized Package Charge | Ground, Home Delivery, International Ground | $535 to $595 | Sept 28 – Jan 17, 2027 |
| Demand Surcharge | First Overnight, Priority Overnight, Standard Overnight | $1.30 to $2.55 | Oct 26 – Jan 17, 2027 |
| Demand Surcharge | 2Day A.M., 2Day, Express Saver | $1.20 to $2.35 | Oct 26 – Jan 17, 2027 |
| Demand Surcharge | Ground and Home Delivery residential | $0.50 to $0.80 | Oct 26 – Jan 17, 2027 |
| Demand Surcharge | Ground Economy Package Services | $2.55 to $4.05 | Oct 26 – Jan 17, 2027 |
| Demand Residential Delivery Charge | Ground, Home Delivery and Express services (enterprise shippers over 20,000 residential and Ground Economy packages) | $1.70 to $9.35 | Oct 26 – Jan 17, 2027 |
Your June shipping volume sets the baseline FedEx uses to calculate the Demand Residential Delivery Charge, measured against June 1 to June 28. If you’re planning a big holiday push, that baseline was locked in before the schedule was published.
Three moves still work against peak fees. Negotiate surcharge caps or waivers into your contract rather than only chasing base-rate discounts. Pull demand forward with earlier promotions so volume lands outside the steepest window. And split residential volume across carriers so no single account tips into a higher surcharge tier.Is It Time to Add a Fourth Carrier?
For most of the last decade, answering “UPS, USPS, or FedEx” meant picking one of three. In 2026 there’s a credible fourth option, plus a regional tier that a lot of shippers still overlook.Amazon Shipping
Amazon opened its delivery network to non-Amazon sellers and has been pricing aggressively to take share. Reporting this year puts its rates as much as 30% below comparable UPS and FedEx pricing on eligible volume, with residential surcharges waived and a simpler fee structure. Some shippers are saving up to $6 per package on residential parcels. The caveats are valid. Coverage is strongest on lighter packages headed to metro areas where Amazon already has network density, and introductory pricing rarely holds forever. Treat the contract conversation the way you’d treat a UPS or FedEx negotiation, ask what pricing looks like past year one, and get the commitments in writing.Regional carriers
Regional players still beat the nationals on short-zone density inside their footprints. If a real share of your volume ships within one or two zones, a regional carrier can undercut ground rates and sidestep peak surcharges entirely. The catch is coverage: you’ll need a national carrier for everything outside the footprint, which means your systems have to handle multi-carrier routing.Don’t forget cross-border costs
One more line to price in. The $800 de minimis exemption is gone. Since August 29, 2025, every commercial shipment entering the U.S. has required formal customs entry, 10-digit HTS classification, and full duty payment, no matter the value, origin, or shipping method. CBP moved that suspension from executive-order policy into permanent regulation on June 24, 2026. If your landed-cost model still assumes duty-free entry under $800, it’s wrong, and the error shows up on every international parcel you send.
